WASHINGTON — Chances are local or state police departments have photographs of individuals’ cars in their files, noting where a person was driving on a particular day, even if the person never did anything wrong.
Using automated scanners, law enforcement agencies across the U.S. have amassed millions of digital records on the location and movement of every vehicle with a license plate, according to a study published Wednesday by the American Civil Liberties Union. Affixed to police cars, bridges or buildings, the scanners capture images of passing or parked vehicles and note their location, uploading that information into police databases. Departments keep the records for weeks or years, sometimes indefinitely.
As the technology becomes cheaper and more ubiquitous, and federal grants focus on aiding local terrorist detection, even small police agencies are able to deploy more sophisticated surveillance systems. While the Supreme Court ruled in 2012 that a judge’s approval is needed to track a car with a satellite system, networks of plate scanners allow police effectively to track a driver’s location, sometimes several times every day, with few legal restrictions. The ACLU says the scanners assemble what it calls a “single, high-resolution image of our lives.”
“There’s just a fundamental question of whether we’re going to live in a society where these dragnet surveillance systems become routine,” said Catherine Crump, a staff attorney with the ACLU. The civil rights group is proposing that police departments immediately delete any records of cars not linked to a crime.
The report comes after former National Security Agency contractor Edward Snowden leaked details about NSA surveillance programs earlier this year, revealing a broad U.S. intelligence program to monitor Internet and telephone activity to ferret out terror plots.
Law enforcement officials said the scanners can be crucial to tracking suspicious cars, aiding drug busts and finding abducted children. License plate scanners also can be efficient. The state of Maryland told the ACLU that troopers could “maintain a normal patrol stance” while capturing up to 7,000 license plate images in a single eight hour shift.
“At a time of fiscal and budget constraints, we need better assistance for law enforcement,” said Harvey Eisenberg, chief of the national security section and assistant U.S. attorney in the state of Maryland.
Law enforcement officials also point out that the technology is legal in most cases, automating a practice that has been carried out for years. The ACLU found that only five states have laws governing license plate readers. New Hampshire, for example, bans the technology except in narrow circumstances, while Maine and Arkansas limit how long plate information can be stored.
“There’s no expectation of privacy” for a vehicle driving on a public road or parked in a public place, said Lt. Bill Hedgpeth, a spokesman for the Mesquite Police Department in Texas, which has records stretching back to 2008, although the city plans next month to begin deleting files older than two years. “It’s just a vehicle. It’s just a license plate.”
In Yonkers, New York, police said retaining the information indefinitely helps detectives solve future crimes. In a statement, the department said it uses license plate readers as a “reactive investigative tool” that is only accessed if detectives are looking for a particular vehicle in connection to a crime.
“These plate readers are not intended nor used to follow the movements of members of the public,” the department’s statement said.
But even if law enforcement officials say they don’t want a public location tracking system, the records add up quickly. In Jersey City, New Jersey, for example, the population is only 250,000 but the city collected more than 2 million plate images on file. Because the city keeps records for five years, the ACLU estimates that it has some 10 million on file, making it possible for police to plot the movements of most residents depending upon the number and location of the scanners, according to the ACLU.
The ACLU study, based on 26,000 pages of responses from 293 police departments and state agencies across the country, also found that license plate scanners produced a small fraction of “hits,” or alerts to police that a suspicious vehicle has been found. .

Yesterday, in an ironic if not downright cynical speech Big Guy went on the record to defend Big Government’s collection of data on the phone records of millions of Americans, saying that it was a modest encroachment on privacy and one he thinks is both lawful and justified.

As an aside, you may have heard about the rather awkward start to Big Guy’s speech:
President Obama strolled out to the podium today in San Jose, CA and was immediately at a loss for words. Not only did the President not have (his) teleprompter, his aides forgot his speech.
“My remarks are not sitting here,” the President declared awkwardly. “I’m uhhh….people….oh goodness….uhhhh…folks are sweating back there right now.”
I know you’re wondering why TOTUS was MIA. I can’t tell you the precise reason yet, as Val-jar is still circulating the talking points for input and comment. Butt according to MOTUS’ inside sources ( ) the initial draft of the talking points indicated that TOTUS has been placed on administrative leave (with pay) due to his malicious deletion of some key misinformation from one of Big Guy’s speech’s. Butt by the time they’ve been properly vetted I suspect they will say that TOTUS is on sick leave due to a blown video circuit. All I can tell you at this point is that we have not ruled out terrorism.
Anyhoo, once Big Guy had his thoughts remarks handed to him he proceeded to eloquently justify the government’s cyber spying on you:

When balance defies the law of physics, it’s probably an illusion.

America now knows as those who have stayed up on the Benghazi attack have known for many months that the US State Department under Hillary Clinton hired operatives affiliated with Al Qaeda, a group labeled by the federal government as a Specially Designated Global Terrorist (SDGT). The federal law states that this action was illegal. It is also seen as treasonous.
According to Judicial Watch the State Department “out sourced” the security of Consulate personnel by awarding $387,413.68 to a foreign firm for “Security Guards and Patrol Services” at the Benghazi Consulate. This contract was signed on February 17, 2012, and May 3, 2012, and at the time was identified only as “Award ID SAQMMA12COO92.”
Now it must be known to all who is responsible for hiring the February 17 Martyrs Brigade, (FMB) which had known relations with the SDGT, Al Qaeda. According to Greg Hicks’ (the State Department’s former deputy chief of mission in Libya) Congressional testimony, “Certainly, elements of that militia were complicit in the attacks….The attackers had to make a long approach march through multiple checkpoints that were manned by February 17 militia.”
Rep. Blake Farenthold (R.-Texas) asked whether the FMB had any known ties to Islamic terrorists.
“Absolutely,” said Nordstrom. “Yeah, we had that discussion on a number of occasions, the last of which was when there was a Facebook posting of a threat that named Ambassador Stevens and Senator McCain, who was coming out for the elections that was in the July time frame. I had met with some of my agents and then also with some Annex personnel. We discussed that.”
Congressman Farenthold was shocked we that we knew the group was dangerous but the State Department chose to ignore warnings. Warnings like this, The FMB had regularly flew the Al Qaeda flag, posted its praise on their Facebook site and had known relations with the SDGT for months prior to be contracted to provide protect services. Understand what this means! An Al-Qaeda affiliate was paid money to protect the Ambassador and the consulate.
The US Constitution states in Article 2, Section 3. “Treason against the United States shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort.” Engaging in paying a SDGT is giving aid and comfort to the enemy. Thus whomever hired the terrorist organization did knowingly “give aid to and comfort to the enemy” and in so doing commit an act of treason. It is for this reason the Congressional investigation into Benghazi must result in a charge of treason, to do any less would deny the existence of a the crime against every citizen of the United States of America.
Call your Congressmen and women, call your Senators! We must remind them their duty is clear and undeniable!

Selfish Establishment politicians hoped time and the winds of politics would blow away from memory the abandonment, slaughter, and defilement of four brave Americans in Benghazi.
But not even the horrors of Newtown and Boston could erase or belittle the memory of our heroes in Benghazi, nor should they.
In fact, two days after the Boston terror attack, I attended a Capitol Hill press conference where Charles Woods, the father of killed Navy Seal Tyrone Woods, spoke out in memory of his son and endorsed the Benghazi Committee.
At the end of Mr. Woods’ remarks, I overheard a quick exchange between two TV news cameramen, who seemed totally disgusted and cavalier about having to cover the slaughter of four Americans by terrorists in Benghazi:
To His Colleague, Disgusted TV News Cameraman One: “It’s okay, they just made an arrest in the Boston Bombing.”
In Response, Disgusted TV News Cameraman Two: “Yeah, no one cares.”
They were wrong on both counts. America will never forget Benghazi, and the Boston Bombers sadly went on to assassinate a police officer in cold blood.
Last week, Rep. Darrell Issa, Chair of the House Reform and Oversight Committee, held a one-day hearing on Benghazi after a six-month hiatus.

FBI Want’s Full Spying Power to your Gmail Accounts….. 2013 Top Priority………
Despite the pervasiveness of law enforcement surveillance of digital communication, the FBI still has a difficult time monitoring Gmail, Google Voice, and Dropbox in real time. But that may change soon, because the bureau says it has made gaining more powers to wiretap all forms of Internet conversation and cloud storage a “top priority” this year.
Last week, during a talk for the American Bar Association in Washington, D.C., FBI general counsel Andrew Weissmann discussed some of the pressing surveillance and national security issues facing the bureau. He gave a few updates on the FBI’s efforts to address what it calls the “going dark” problem—how the rise in popularity of email and social networks has stifled its ability to monitor communications as they are being transmitted. It’s no secret that under the Electronic Communications Privacy Act, the feds can easily obtain archive copies of emails. When it comes to spying on emails or Gchat in real time, however, it’s a different story.
Some agencies may have access already. Just before xmas I received an email that had been routed via the USMC/FBI servers in Quantico. No attempt was made to hide this, the ip addr had been added in the email header! it was: 184.108.40.206
Yes, they can start by getting the King of Nigeria to quit trying to give me money. Seriously, if they are going to take ONE look at my email they need to eradicate SPAM forever. Every FAKE lotto sharing, information hacking attempt is a FELONY and they do absolutely NOTHING. OH, they don’t have the man power.
They can see everything in real time anyway, let alone its all on the servers at your local internet service provider. NOTHING is PRIVATE. That would be a threat to national security. How about you start with every email in my inbox or spam that’s pretends to be from Robert Mueler from the FBI. Hell, Ill even help you.
How about a button on every email client for fraudulent activity, called report for phising or something…that should keep you busy…and how about viruses, the number one way computer data get made vulnerable. What a joke….
Good Lord. It’s not enough that the FBI can spy on you without a warrant after you’ve communicated, violating your 4th Amendment rights. Now, they want to violate your 4th Amendment rights in real time as you are exercising your 1st Amendment rights to communicate with others through email. Might as well put the people on whom we warrant-less spy onto the drone kill list, too. Thomas Jefferson must be rolling over in his grave.
If we had real conservatives instead of Republicans in charge of the House and the Supreme Court this kind of thing would be seen as government intrusion. But our cut & spend republicans who never met a law enforcement or military expansion they didn’t love (FREEDOM!!!) are so far from being true conservatives that they will undoubtedly tell us how much safer these steps will make us and act like they’ve never heard of the 4th amendment.

The drone development race is on. It seems whoever can develop the tiniest bug like drone first, wins. Is it possible that the text of Revelation in the Bible is referencing these drone locusts versus the actual bug?
The Atlantic‘s Conor Friedersdorf points to a National Geographic piece on the future of drone technology, including one fascinating passage on how the U.S. Air Force is developing “micro-drones” the size of tiny creatures, capable of flying through major cities unnoticed.
The science writer, John Horgan, described what information he was able to access from the government.
The Air Force has nonetheless already constructed a “micro-aviary” at Wright-Patterson for flight-testing small drones. It’s a cavernous chamber—35 feet high and covering almost 4,000 square feet—with padded walls. Micro-aviary researchers, much of whose work is classified, decline to let me witness a flight test. But they do show me an animated video starring micro-UAVs that resemble winged, multi-legged bugs. The drones swarm through alleys, crawl across windowsills, and perch on power lines. One of them sneaks up on a scowling man holding a gun and shoots him in the head.
The Air Force describes these new “micro-air” weapons as “Unobtrusive, pervasive, lethal.”
I share Friedersdorf’s sentiment that this video is “horrifying” — namely because it signals that drone warfare is the next arms race.
According to Horgan, however, the U.S. government “takes seriously” the potential for widespread proliferation of “micro-drone” technology among terrorists and governments:
What, one might ask, will prevent terrorists and criminals from getting their hands on some kind of lethal drone? Although American officials rarely discuss the threat in public, they take it seriously.
[…] Exercises carried out by security agencies suggest that defending against small drones would be difficult. Under a program called Black Dart, a mini-drone two feet long tested defenses at a military range. A video from its onboard camera shows a puff of smoke in the distance, from which emerges a tiny dot that rapidly grows larger before whizzing harmlessly past: That was a surface-to-air missile missing its mark. In a second video an F-16 fighter plane races past the drone without spotting it.
The answer to the threat of drone attacks, some engineers say, is more drones.

The question many ask is how do manned aircraft pilots feel about this change in technology and would they rather fly the drones or RPAs?
Some pilots say the Air Force embraces the drones at the expense of manned aircraft.
“I guarantee you there is not a fighter pilot around who wants to fly a drone,” says Dan Hampton, a former Air Force officer who has written a memoir about his exploits as a fighter pilot. “I don’t want to orbit over a point for 12 hours and take pictures.”
J.D. Wyneken, director of the American Fighter Aces Association, says the older generation of pilots view drone operators as less than true pilots.
In the view of many aces, “just the very idea of a pilotless aircraft is dishonorable,” Wyneken says.
To be an ace, a pilot has to shoot down five or more aircraft during an aerial duel. There are about 300 surviving aces in the USA. They could be the last.
“We may be on verge of building our last manned fighter,” said Charles Wald, a retired Air Force general and former fighter pilot who is director of Deloitte, a consulting firm.
“The truth of the matter is remotely piloted aircraft are carrying the vast majority of the workloads in terms of kinetic operations,” says Lt. Col. John McCurdy, director of the RPA program at the Air Force Academy. He said he has seen a steady increase in the number of students interested in the program.
Even some pilots of manned aircraft are having second thoughts.
About 25% of the 244 pilots who were ordered to fly drones after basic flight training have indicated they want to stay with the remotely piloted aircraft instead of returning to manned aircraft, the Air Force says.
“I’ve talked to people who transferred over who said they like the RPA platform because they are finally getting a chance to engage the enemy,” says Air Force Col. Kent McDonald, a flight surgeon who has studied the effects of stress on drone pilots.
Officers say the drone pilots have the drive and aggressiveness of fighter jocks but not the swagger. Col. Robert Garland, commander of the Air Force Weapons School, which teaches pilots from a number of aircraft, including RPAs, says he emphasizes being “humble and approachable.”
Many officers don’t miss the old swagger.
“You shouldn’t necessarily associate brash and cockiness with courage or … performance,” Wald says. “It was kind of fun to be that way, but that doesn’t necessarily mean you were the best at anything.”
My nephew grew up on video games. Today he is in the service flying drones. It seems the younger officers are attracted to this modern technology. The younger generation are on the right track, last year drones flew more combat hours than manned aircraft.
The US isn’t the only ones interested in drones. On Monday this week UAE signed a 1.4 billion defense contracts including drones.
BU DHABI (Reuters) – The United Arab Emirates (UAE) has signed defense contracts worth 5.2 billion dirhams ($1.4 billion), including one for unmanned aerial drones, a spokesman for the country’s military said on Monday.
The largest deal, worth 1.4 billion dirhams, was for 750 mine-resistant, ambush-protected, all-terrain vehicles from Oshkosh Corp.
The UAE’s armed forces also agreed to buy an undisclosed number of Predator drones, or unmanned aerial vehicles (UAVs), from privately-owned U.S. firm General Atomics in a deal worth 722 million dirhams.
“UAVs are significant for any armed forces in present times. There is a lot of demand for these,” Major General Obeid al-Ketbi told reporters at the largest arms exhibition in the Middle East, held in Abu Dhabi.
The UAE awarded the contract to purchase the drones to a local company, International Golden Group, which will buy them from the U.S. firm. The deal marks General Atomics’ first sale of an unarmed version of its Predator drones in the Middle East
So what happens when the the middle east, dominated by the Muslim Brotherhood get their hands on these drones? Only time will tell, but, I promise you it won’t be good.

Homeland Security graduates first Corps of Homeland Youth
October 7, 2012. Vicksburg. The federal government calls them FEMA Corps. But they conjure up memories of the Hitler Youth of 1930’s Germany. Regardless of their name, the Dept of Homeland Security has just graduated its first class of 231 Homeland Youth. Kids, aged 18-24 and recruited from the President’s AmeriCorp volunteers, they represent the first wave of DHS’s youth corps, designed specifically to create a full time, paid, standing army of FEMA Youth across the country.
