I’m sitting in my hotel room in New York City, just blocks away from the United Nations Plaza, studying the draft UN “Small Arms Treaty.”

And it’s just as I expected.

After you strip away all of the flowery language of this treaty, it comes down to a completely open-ended attempt to put United Nations bureaucrats in charge of firearms policy worldwide, usurping the authority of countries to set their own policies.

What you’ll notice is the entire scope of this treaty is covered in elegant dancing, attempting to say things without actually saying them.

But UN insiders — who’ve been involved in this process for years — say you can understand a lot more about the intentions of this treaty by reading between the lines, and by noticing the ambiguous mentioning of “control”.

Some of the apologists will point to a paragraph in the preamble, claiming that it covers the “lawful private ownership” of firearms for recreational and sporting activities.

First, the preamble isn’t binding. It’s where you put nice-sounding words that have literally ZERO legal force.

Second, the preamble language doesn’t even mention “lawful private ownership.” Only “recreational” or “sporting” use.

If you’ve been around the gun control debate for as long as I have — and I just started my 20th year as a professional “gun lobbyist” — you know what politicians mean when they talk about “recreational and sporting” firearms.

Hint: they’re aren’t talking about defensive handguns, semi-automatic rifles like the AR-15, Mini-14, M1A, M1 Garand or anything like that.

Sporting firearms are shotguns and bolt action rifles. They don’t want to anger hunters, but instead have their eye set on what our founding fathers called “liberty’s teeth.”

If you doubt that, just look at the statue in the main plaza of the UN.

It’s not a tank’s main gun that’s tied in a knot.

It’s a uniquely American revolver — closely resembling a Smith & Wesson, if not an exact copy.

In other words, a defensive handgun. An icon of American independence.

But that’s the attitude down here: UN bureaucrats scoff at American freedoms, and the anti-gun organizations gleefully point to mass murders as their proof that America’s firearms freedoms are far too lax.

Of course, virtually all of these UN bureaucrats come from countries where only government agents have firearms — and where unarmed civilians are subjects.

The goal is simple: get the camel’s nose under the tent. Get international influence, control and authority into firearms policy…

…then ban firearms wholesale, for all but government agents.

The worst — and most surprising, last minute — provision of this treaty is the ability to change it, at any time in the future.

According to Article 20 of the draft, this treaty can be amended by a vote of the signers of the treaty… any time in the future, with amendments proposed by any country!

That means that if the U.S. Senate ratifies this current treaty but opposes future changes, it is still bound by the future changes.

This is the perfect end-run around the U.S. Senate ratification of unpalatable gun controls.

All they need to do is amend the Small Arms Treaty after a very generic version has been ratified, and there’s no need to ratify it again, according to the treaty’s language for amendments.

Just this morning I was interviewed by Fox News, and my message was clear: we will fight against this treaty in the U.S. Senate.

We will fight against ratification of this treaty with everything at our disposal.

After the camera’s lights turned off and we went off-air, the reporter leaned in close and said “but can you beat it?”

My response: “With enough activists, yes, we can.”

The biggest losers from the LIBOR scandal are grandma and grandpa. Since LIBOR manipulation began in 2007, foreclosures for elderly retirees have skyrocketed—over 1.5 million homeowners over 50 have lost their homes and the foreclosure rate for the over-75 crowd has increased by 867 percent.

The UK Parliament fined Barclays $450 million, and last week 11 members of Parliament signed a resolution urging Barclays’ executives to keep their hands out of American political campaigns and focus their efforts on building consumer confidence. The U.S. Justice Department is expected to file criminal charges this year, not to mention thousands of class-action lawsuits.

Scandals like LIBOR will keep happening as long as politicians continue to accept money from rule-bending bankers who think they can get away with anything as long as they write a big enough check. This election, we have a chance to tell presidential candidate that we won’t stand for it anymore.

The anti-Second Amendment crowd is on the warpath again. PBS’ Bill Moyers, who served as White House Press Secretary in the Lyndon Johnson administration from 1965 to 1967, called theNRA “the enabler of death.” It seems to me that James Holmes is the Enabler of Death. 65 million other gun owners in the United States didn’t kill anybody last Thursday evening.

I live just a few miles from the most pro-gun city in the United States – Kennesaw Georgia – where gun ownership is mandatory. It’s not the “Wild West” like some people predicted when it passed a mandatory gun ownership law. “The city of Kennesaw was selected by Family Circle magazine as one of the nation’s ‘10 best towns for families.’ The award was aimed at identifying the best communities nationally that combine big-city opportunities with suburban charm, a blend of affordable housing, good jobs, top-rated public schools, wide-open spaces, and less stress.”[1]

In 1982 the city passed the following ordinance [Sec 34-21] which was in response to a handgun ban in Morton Grove, Ill.

 

(a) In order to provide for the emergency management of the city, and further in order to provide for and protect the safety, security and general welfare of the city and its inhabitants, every head of household residing in the city limits is required to maintain a firearm, together with ammunition therefore.

(b) Exempt from the effect of this section are those heads of households who suffer a physical or mental disability which would prohibit them from using such a firearm. Further exempt from the effect of this section are those heads of households who are paupers or who conscientiously oppose maintaining firearms as a result of beliefs or religious doctrine, or persons convicted of a felony.

The city’s website states that Kennesaw “has the lowest crime rate in Cobb County,” one of the most populous counties in Georgia. In fact, from 1982 through 2009, Kennesaw had been nearly murder free with one murder occurring in 2007.

There were three murders in 2010 committed by the same man in what is described as a “school safety zone,” an area extending 1,000 feet from any school, including adult colleges and technical schools. This means that even though Kennesaw has the most liberal gun laws in the United States, employees at the facility where the murders were committed could not have a gun on the premises.

Of course, criminals don’t care about laws; that’s why they’re criminals. Ed Stone of Atlanta Gun Rights Examiner makes these important points:

“Unfortunately experience with actual ‘school safety zones’ in Georgia has proven that the ‘school safety zone’ law approach does not stop violent armed crime, as it disarms only the potential victims of an attack. Criminals seeking to rob, rape, and murder ignore the ‘school safety zone’ as merely one more law they are breaking.”

Now we come to New York City. In September 2011 Ryan Jerome, a former Marine Corps gunner, walked up to a security officer at the Empire State Building and asked where he could check his gun.

He had a valid concealed carry permit from his home state of Indiana. He also had the rights given to him under the Second Amendment. No matter, the security officer called police and Jerome spent the next two days in jail. “The 28-year-old with no criminal history now faces a mandatory minimum sentence of three and a half years in prison. If convicted, his sentence could be as high as fifteen years.”

He brought the gun for protection since he was traveling with $15,000 worth of jewelry that he planned to sell. Certainly a rational decision, given the crime rate in New York City and stories like the U.S. Marine veteran who was shot three times when a Craigslist transaction went bad.

In December of 2011, Tennessee nurse Meredith Graves noticed a “no guns” sign at the World Trade Center site in New York City and asked where she could leave her weapon. Like Jerome, she was arrested and faces similar charges. Mayor Bloomberg claims that she was in possession of cocaine. It seems that what the police found was BC Powder, an over-the-counter pain reliever that is sold exclusively in the South.

In a 25-year period, New York City has had more than 15,000 murders – 2245 in 1990 alone– while Kennesaw, Georgia, had 1.

Two Texas Highway Patrol Officers were conducting speeding enforcement on Hwy 77, just south of Kingsville, Tx.

One of the officers was using a hand held radar device to check speeding vehicles approaching the town of Kingsville .. The officers were suddenly surprised when the radar gun began reading 300 miles per hour and climbing.

The officer attempted to reset the radar gun, but it would not reset and then it suddenly turned off.

Just then a deafening roar over the Mesquite treetops on Hwy 77 revealed that the radar had in fact locked on to a USMC F/A-18 Hornet which was engaged in a low flying exercise near this, it’s Naval Air home base location in Kingsville Tx.

Back at the Texas Highway Patrol Headquarters in Corpus Christi the Patrol Captain fired off a complaint to the US Naval Base Commander in Kingsville for shutting down his equipment.

The reply came back in true USMC style:

‘Thank you for your letter….

You may be interested to know that the tactical computer in the Hornet had detected the presence of, and subsequently locked on to, your hostile radar equipment and automatically sent a jamming signal back to it, which is why it shut down.

Furthermore, an Air-to-Ground missile aboard the fully armed aircraft had also automatically locked on to your equipment’s location.

Fortunately, the Marine Pilot flying the Hornet recognized the situation for what it was, quickly responded to the missile system alert status, and was able to override the automated defense system, before the missile was launched to destroy the hostile radar position, on the side of Hwy 77 So. Of Kingsville …

The pilot suggests you cover your mouths when cussing at them, since the video systems on these jets are very high tech.

Sergeant Johnson, the officer holding the radar gun, should get his dentist to check his left rear molar. It appears the filling is loose.. Also, the snap is broken on his holster.’

Governor warned: U.S. is ‘not a battlefield, and citizens are not insurgents’

dronesAmerica is not a battlefield, and its citizens are not “insurgents in need of vanquishing,” argues a civil rights attorney who is urging the governor of Virginia to move forward carefully in the state’s use of the remote-controlled aerial vehicles.

“A rapid adoption of drone technology before properly vetting the safety, privacy and civil liberties issues involved would be a disaster,” said John W. Whitehead, founder of the Rutherford Institute, in a letter to Virginia Gov. Bob McDonnell today.

Whitehead was reacting to a radio interview in which McDonnell said that the use of drones in American skies was “great” and “the right thing to do.”

The governor said the abilities that made drones effective on a battlefield also would make them effective in America.

“What the Commonwealth needs are government leaders who understand that their primary duty is protecting the constitutional rights of its citizens,” Whitehead said in his letter. “These drones – aerial, robotic threats to privacy and security – are being unleashed on the American populace before any real protocols to protect our privacy rights have been put in place.”

WND recently reported the federal government is moving quickly to open the skies over America to drones for commercial and government purposes. Veteran Washington Post and Fox News commentator Charles Krauthammer is forecasting “rifles aimed at the sky all across America.”

The comments from Krauthammer, who won the Pulitzer Prize for commentary in 1987 after serving as a speechwriter for Vice President Walter Mondale and then beginning his journalism career at The New Republic, were on the Fox News Channel’s “Special Report” with Bret Baier.

“I would predict, I’m not encouraging, but I predict the first guy who uses a Second Amendment weapon to bring a drone down that’s been hovering over his house is going to be a folk hero in this country,” Krauthammer said.

The conversation arose as the federal government announced it is beginning to allow public safety agencies to fly unmanned aircraft – drones – with fewer and fewer restrictions.

According to a report from Bloomberg, police, fire and other government agencies now are being allowed to fly drones weighing as much as 25 pounds without special approvals previously needed.

The Federal Aviation Administration said on its website that the move was an interim step until the agency finishes rules that will open the door for commercial and government operation of drones.

Congress has adopted the position of encouraging more drone flights, with the “goal of adapting technology used by the military in Iraq and Afghanistan.”

But Whitehead’s letter said the beneficial uses for drones easily could be overshadowed by the possibility that “law enforcement agencies will find a whole host of clever and innovative ways to use drones to invade our daily lives and wreak havoc on our freedoms, not the least of which will be traffic enforcement and crowd control.”

He said while drones can help spot forest fires, aid in searches and other specific chores, “without robust safeguards for the privacy and security of citizens … Americans will find themselves operating under a new paradigm marked by round-the-clock surveillance and with little hope of real privacy.”

He said not only can drones spy on people, many of them now are armed.

“Vanguard Defense Industries has confirmed that its Shadowhawk drone, which is already being sold to law enforcement agencies throughout the country, will be outfitted with lethal weapons, including a grenade launcher or a shotgun, and weapons of compliance, such as tear gas and rubber buckshot.

“Such aerial police weapons send a clear and chilling message to those attempting to exercise their First Amendment rights by taking to the streets and protesting government policies – the message: stay home or you will be punished.”

Further are the dangers from malfunctions, breakdowns and other mistakes, including a takeover by a terrorist hacker.

“A rush to adopt this technology before it is properly vetted for safety and privacy concerns will invite the wrath of many Virginians,” he said.

Also raising concerns is the Electronic Privacy Information Center, which has told the FAA there needs to be transparency and accountability in drone operations.

The organization has recommended the development of privacy protections before drones are used widely in the nation’s air spaces.

EPIC said it was part of a coalition of more than 100 organizations, experts and others who petitioned the FAA to conduct a formal rule-making procedure on the privacy implications of domestic drone use.

Several members of Congress also have expressed to the FAA their concerns about the privacy implications of drone use. In a letter to the FAA, the congressmen said, “There is … potential for drone technology to enable invasive and pervasive surveillance without adequate privacy protections.”

EPIC noted that because of the design and technology, drone surveillance “often occurs without the knowledge of the individual being monitored.”

“These vehicles can gather detailed information on individuals,” the organization said.

The federal government already has issued 78 certificates for commercial drone operations, along with 273 active government licenses.

Among the specifics, EPIC reported: “The Miami-Dade Police Department in Florida used federal grant money to purchase a small drone vehicle. Reports dating back to 2008 explain that Miami was seeking to use a small drone … ‘to gather real time information in situations which may be too dangerous for officers.’ However, police have admitted that the drone can be used to look into houses.”

EPIC said that “the increased use of drones poses an ongoing threat to every person residing within the United States.”

“Companies are developing ‘paparazzi drones’ in order to follow and photograph celebrities,” the group said. “Private detectives are starting to use drones to track their targets. Google, Inc., has deployed street-level drones in other countries to supplement the images of Street View. Criminals and others may use drones for purposes of stalking and harassment.”

Lawmakers join general in declaring pact a threat to freedom

Over 100 members of Congress appear to share the concerns of a former Army general who has sounded the alarm over efforts by the Obama Administration to push through the United Nations Arms Trade Treaty, or ATT.

As WND reported, retired Lt. Gen. William Boykin earlier this year, in a video in which he claimed Obama was leading America down the path of a quiet, Marxist revolution, blasted the ATT, also known as the small arms treaty, saying it would regulate private gun ownership.

“There has been a decree by the administration by the president and the secretary of state saying that our president will sign the United Nations small arms treaty, which is about how we will buy sell and control individual private weapons,” Boykin warned. “That means the United Nations, an international body will decide how you and I as Americans can buy and sell our weapons, how we control those weapons, who is authorized to have those weapons and where they are. This is a dangerous trend.”

Now some 130 lawmakers, consisting of mostly Republicans, but also including Democrats such as Reps. Jason Altmire, Sanford Bishop, Jerry Costello, Danny Davis and Peter DeFazio sent off a letter to the Obama administration opposing the treaty.

The letter states that Congress is concerned the treaty could “pose significant threats to our national security, foreign policy and economic interests as well as our constitutional rights.”

The letter goes on to declare that the Second Amendment guarantees the “fundamental, individual right to keep and bear arms” and the U.S. has no business supporting a treaty that infringes on the Bill of Rights.

The ATT would specifically require signatories to identify and trace, in “a timely and reliable manner,” illicit small arms and light weapons. The information would be required to be submitted to the United Nations.

The treaty was opposed by the Bush administration, but President Obama’s administration reversed direction on the treaty. U.S. Secretary of State, Hillary Clinton, said the United States would support talks towards ratifying the treaty.

While the treaty is still in a draft stage, the United Nations is beginning a month-long process beginning this week to craft the final details of the treaty.

Supporters say the treaty is necessary to prevent rogue countries from being able to purchase guns from arms dealers. Sen. Carl Levin, D-Mich., said concerns about the treaty restricting individual rights are “misplaced” and that he supported its goals.

Critics of the treaty have long maintained that the treaty would lead to mandatory registration of all firearms and every sale; even those between individuals.

The congressional letter also takes issue with the “moral equivalence” of comparing America to totalitarian regimes and calls upon the administration to break consensus and reject the treaty. It goes on to remind the president and Secretary of State Hillary Clinton that “the Constitution gives the power to regulate international commerce to Congress alone.”

This is not the first time Congress has sent letters to the administration opposing the small arms treaty. Last year, Congress sent off a similar letter addressing many of the same concerns. This letter was signed by 12 Democrats who joined 45 Republicans in opposing the treaty.

The letter stated, “The Arms Trade Treaty must not in any way regulate the domestic manufacture, possession or sale of firearms or ammunition.”

It went on to state, “The establishment of any sort of international gun registry that could impede upon the privacy rights of law-abiding gun owners is a non-starter.”

While that letter was been touted in the mainstream media as an indication that Democrats are now opposing gun control, some pointed out that the letter actually proved the opposite. The Senators stated they support the general concept of the treaty but believe countries such as the U.S. should have “exclusive authority to regulate arms within their own borders.”

Critics point out that this statement indicates that the senators believe firearms registration is acceptable provided it is initiated by individual governments.
